National Community Initiatives Project (NCIP)

The objective of the Project by the Cabinet of Ministers of the Kyrgyz Republic is to improve access to climate-resilient socio-economic infrastructure and increase economic opportunities for women, youth, and vulnerable groups in target communities.

Component 1: Village infrastructure investments and institution strengthening

This component provides sub-grants to finance climate-resilient socio-economic infrastructure at the local level. Using the CDD (Community-Driven Development) approach during social mobilization, each of the approved 40 Ayil Okmotus of 40 Ayil Aimaks will be allocated up to US$450,000 to implement social infrastructure projects (such as kindergartens, schools, hospitals, improved heating and electricity supply, water supply and irrigation systems, etc.) and to support the capacity building of community members and local self-government staff.

Component 2: Local economic development and livelihood opportunities for women and youth

This component aims to support local economic development to improve the economic well-being and quality of life in targeted communities, with a particular focus on women and youth. Based on the outcomes of social mobilization and the development of Social and Economic Development Program (SEDP), 15–20 Ayil Aimaks will be selected on a competitive basis to receive between US$200,000 and US$300,000 for the implementation of livelihood sub-projects.

Component 3: Project Management

This component includes financing for project management and the implementation of project activities.

Component 4: Contingent Emergency Response Component (CERC)

This component provides for support in the event of a crisis or emergency situation that meets predefined criteria, including climate-induced natural disasters, by reallocating project funds to support response and recovery efforts.

Implementation Period: April 25, 2025 – July 31, 2029

Geographic Coverage: 40 Ayil Aimaks across Chui, Issyk-Kul, Osh, Batken, Jalal-Abad, Naryn, and Talas Oblasts.

Financing: The International Development Association (IDA) has allocated US$27 million.
