The Kyrgyz Republic and the Asian Development Bank (ADB) are cooperating on a long-term basis to overcome poverty and promote sustainable development and economic growth in the Kyrgyz Republic.
The proposed Asian Development Bank (ADB) assistance supports one of the objectives of the National Development Strategy of the Cabinet of Ministers of the Kyrgyz Republic (KR) for 2018-2040 to ensure clean water and sanitation for all.
The Naryn Rural Water Supply and Sanitation Development Program (RBL Program) was developed as part of the programmatic framework to support the vision of the Cabinet of Ministers of the Kyrgyz Republic as outlined in the Program for Development of Drinking Water Supply and Wastewater Disposal Systems of Settlements until 2026, approved by the Resolution of the Cabinet of Ministers of the Kyrgyz Republic #330 dated June 12, 2020.
The objective of the Naryn Rural Water Supply and Sanitation Development Program (hereinafter - the Program) is to ensure reliable access to safe drinking water supply and improved sanitation for rural settlements in Naryn oblast, with a priority focus on 64,000 people.
Two outputs will contribute to the achievement of the Program's outcome:
(i) expanding water and sanitation infrastructure and piloting sanitation solutions
(ii) institutional capacity strengthened to enhance sustainability in the rural water supply and sanitation sector.

ADB's operation focuses on the results-based lending (RBL) method of lending in support of a government program, as the RBL Program provides an opportunity for all stakeholders to work together and demonstrate a strong commitment to achieving verifiable results
Program activities include (i) Safe water supply and distribution network infrastructure; (ii) Health and education facilities equipped with improved gender sensitive water supply and sanitation systems; (iii) Piloting local solutions (without connection to networks) in household wastewater/sanitation; (iv) Institutional strengthening in procurement, financial management; and (v) Support to water and utility services actors.
The RBL program will be implemented from January 2020 to December 2026. The State Institution for Drinking Water Supply and Sanitation Development (SIDWSSD) will serve as the Executive Agency for the Program and will be responsible for the overall monitoring of the Program's results. ARIS will perform the role of the implementing agency.
