Sustainable Rural Water Supply and Sanitation Development Project

 

The Kyrgyz Republic and the International Development Association have engaged in a long-term cooperation on poverty alleviation and facilitation of sustainable development and economic growth in the Kyrgyz Republic.

The development objective of the project is to assist the Kyrgyz Republic in improving access to and quality of water supply services in the target rural communities and strengthening the capacity of institutions in the water supply and sanitation sector.

The Project is designed to scale-up water supply and sanitation investments and service delivery models, to new project areas, and to support the implementation (and enhance where necessary) of the government’s sector strategy for the rural water sector. The project builds upon analytical outputs and lessons derived from previous project in rural water supply and sanitation (including Second Rural Water Supply and Sanitation Project.

The Project supports the Cabinet of Ministers to implement strategic actions and to create a programmatic approach, which will guide the investment planning and implementation process.  In addition, the Project will take full advantage of opportunities to work in rural areas and extending piped water services to predominantly low-income households.

The Project includes four components described below

Component 1: Water Supply. This component will address the needs for rehabilitation of existing and/or construction of new water supply systems in the target sub-projects. The component will finance goods, works and services (including engineering design and construction supervision) and will include civil and electrical/mechanical installations for water supply production (boreholes, well-fields, intakes, etc., as well as disinfection, and pumping as required), and transmission and distribution (networks, storage, meters, etc.) to households in the project areas. It will also finance consulting services including detailed engineering designs and technical supervision of of civil works towards quality assurance.

Component 2: Sanitation Development. This component will finance goods, works and services for improved sanitation within the target rural communities. It also includes physical investment for sanitation improvements at schools and other public infrastructure complemented by hygiene educational/training measures. The technical assistance includes advisory support for household sanitation improvement. The component provides assistance with communication strategy and training activity in Water, Sanitation and Hygiene (WASH) towards the promotion of improved sanitation and hygiene practices including water quality and disinfection. The training programs are delivered through schools and communities in order to support better knowledge and behavioral change in the project area.

Component 3: Institutional Strengthening. Component 3 will finance goods and services to strengthen sector institutional capacity at the national and local levels. Specific activities are implemented to assist the Cabinet of Ministers in making informed decisions aimed at development, improving and reforming the water and sanitation sector including the Water Supply and Sanitation Development Strategy. It is also designed to enhance the capacity of local governance bodies and water operators for sustainable management and operation of the schemes.

Component 4: Project Management. This component will finance the project management costs of the PIU related to staffing, consultancies, and equipment costs, the M&E program, safeguards specialists, and financial management, including internal and external financial audits.
