CASA1000 Community Support Project and CSP Additional Financing
The Project Objective is to engage communities in the development of social and economic infrastructure in order to enhance services, livelihoods and inclusion in target oblasts near the CASA1000 Transmission Line.
CASA-1000 CSP covers 77 villages of Jalal-Abad, Osh, Batken Oblasts within the Corridor of Impact of CASA1000 Transmission Line (TL).
Additional Financing for CSP covers the remaining 150 Ayil Aimaks (sub-districts) of Jalal-Abad, Osh, Batken Oblasts.
The project will support community mobilization and capacity building to ensure active engagement in decision-making regarding socio-economic infrastructure investments, ensuring alignment with community needs. Additionally, it will promote youth participation in awareness-raising and social accountability activities, empowering young women and men to lead such efforts within their communities.
In response to the COVID-19 outbreak, additional funding for CSP will aid in the rehabilitation or establishment of economically viable value chains. This will involve investing in the rehabilitation or construction of facilities to reestablish income sources and economic infrastructure, empowering vulnerable populations most affected by the pandemic crisis.

Component 1: Support for Community-led Investments in Social and Economic Infrastructure
- Subcomponent 1A: Support for electricity improvements within target villages. This subcomponent will provide subproject grants to communities for: (i) village-level electricity improvements; or (ii) alternative energy sources (only as part of the Parent Project).
- Subcomponent 1B: Support for social infrastructure and services in target villages. This subcomponent will provide sub-grants to communities to fund the priority social infrastructure. It will also enable communities in the additional target areas to select priority social investments that enhance access to health care, or facilities that indirectly support livelihoods development.
- Subcomponent 1C: Support for livelihoods facilities in selected AAs. To address the lack of economic opportunity in the target AAs, the subcomponent will support the construction of a limited number of livelihoods facilities or selected productive/economic infrastructure in partnership with local entrepreneurs or entrepreneur groups.
Component 2: Support for Community Mobilization, Youth Engagement and Communications
- Subcomponent 2A: Support for community mobilization and youth engagement. The sub-component is designed to ensure that communities, especially youth among target groups, are actively involved in the selection processes as part of Project activities.
- Subcomponent 2B: Communications. Communicating clear, consistent and accurate information about the CASA1000-CSP in villages and AAs near the Transmission Line will be prioritized to build support, establish trust, and manage citizen expectations.
- Subcomponent 2C: Livelihoods Support Program. A subcomponent will be added to ensure that Subcomponent 1C investments in livelihoods are supported by the technical assistance needed to connect vulnerable groups to viable opportunities and to sustain their efforts.
Component 3: Project Management, and Monitoring and Evaluation
- Subcomponent 3A: Project management. The Subcomponent include the activities on Project management, coordination and supervision of the implementation, managing the budget, project audits, a feedback system, and procurement.
- Subcomponent 3B: Monitoring and evaluation. The subcomponent will support activities to track the progress of the project, carry out semi-annual assessments of outcomes and results, and communicate and report regularly on the progress of the project to relevant audiences.
Component 4: Contingent Emergency Response Component
- Component, which in the event of an urgent need for assistance in response to an eligible crisis or emergency, will enable the Cabinet of Ministers to reallocate project funds to response efforts.
