CSP and CSP AF are implementing new approaches to manage livelihoods facilities under municipal ownership
On June 6, Osh city hosted a training session titled "Mechanisms for Transferring Municipal Property to Business Partners." Regional specialists, social mobilization specialists, and value chain from Osh, Jalal-Abad, and Batken Oblasts attended the training.
During the training, participants were introduced to the Draft Business Agreement for subproject implementation between ARIS, Aiyl Okmotu, Aiyl Kenesh, Community-Village Investment Associations, and business partners. This new mechanism aims to transfer municipal property to private entrepreneurs for management purposes. Discussions focused on legal aspects crucial for effective livelihoods subproject implementation, including:
- Registration in the Unified Register of Municipal Property.
- Necessary documents and their content for property transfer to business partners.
- Procedures and key steps for transferring facilities to selected business partners.
The initiatives by ARIS, as part of the two projects, introduce new approaches to institutionalizing and managing livelihoods facilities through partnerships between Aiyl Okmotu and business representatives at the regional level.
It's important to note that all subprojects implemented under CSP and CSP AF are transferred to the balance of Aiyl Okmotu. Today's training, emphasized by Otkulbek Sheraliev, the project’s Chief Market and Economic Expert, aims not only to facilitate the effective signing of agreements and contracts between AO and business partners for managing livelihoods subprojects on Aiyl Okmotu's balance but also to ensure their sustainability and efficient operation. This approach is aligned with the legal and regulatory frameworks of the Kyrgyz Republic, aiming to deliver intended benefits to target communities effectively.
