The development objective of the Livestock and Market Development Project – II (LMDP-II) is improved livestock productivity and enhanced climate resilience of local communities in Osh, Batken and Jalal-Abad Oblasts reflected in improved and equitable returns to livestock farmers that finally should lead to poverty reduction and economic growth in rural communities.
Project implementation period: 2014 – 2021.
Financing: The source of the Project financing is International Fund for Agricultural Development (IFAD) and Adaptation for Smallholder Agricultural Program (ASAP). The total Project budget is US $ 34.2 mln, including Grant amount at the rate of US $ 7.6 mln, ASAP Grant amount: - US $ 9.2 mln, Loan amount – US $ 9.9 mln. Co-financing from the GoKR is US $ 0.27 mln and community contribution – US $ 7.2 mln.
The project is being implemented in 189 Ayil Aimaks in Osh, Batken and Jalal-Abad Oblasts and includes 4 Components:
Component 1: “Community-based Pasture Management and Vulnerability Reduction”;
Component 2: “Animal Health and Production Services”;
Component 3: “Diversification and Milk Value Chain Development”;
Component 4: “Project Management”.
Project activity by Components:
1) Community-Based Pasture Management and Vulnerability Reduction.
In 2020, in total, 249 social mobilization events were held. 4,586 people took part in the mobilization activities, including 1,166 women, which made – 25 %. The meetings to discuss plans on pasture management and using and reporting meetings were held in the villages.
In 2020, 39 trainings were held for local self-government bodies’ representatives, Jayit Committee members, private veterinarians, Animal Health Subcommittee members and CDSOs, where 1,468 people participated, including 566 women (38 %).
Under the Project Component 1 in 2020, 126 Framework Agreements were signed to carry out 220 Microprojects for a total amount of KGS 146,282.39 thousand, out of which IFAD amount is KGS 105,690.22 thousand, and Community amount in cash – KGS 24,897.63 thousand, by labor and materials – KGS 15,694.53 thousand. 29 cattle bridges, 25 watering points, 10 water baths for small cattle, 6 Bekkari pits, 8 races for vaccinations were constructed and rehabilitated for the year, including organization of 14 mobile shearing stations and others. Also in 2020, 12 units of special and agricultural machinery and 31 agricultural machinery-mounted units were purchased.
2) Livestock Health and Production Services.
Under the Componnet 2, exchange visits between raions had been organized, and JK/PUU, Private Veterinarian, AHS members and CDSOs from Osh, Batken and Jalalabad Oblasts visited the PUUs. Only 214 people took part in the event, including 43 women (20 %). During the trip, the participants got acquainted with the PUU office record keeping work and visited the MP facilities. During the getting acquainted with the MP construction, the participants received a lot of useful information and exchanged experience on MP implementation under the Project.
For farmers, a training on the topic “Dairy Cows and Sheep Feeding and Keeping. Practical skills” was held in Osh, Jalalabad and Batken Oblasts. During the training, the participants took an active part and received a lot of useful information on caring for cows and sheep and gained practical skills.
Veterinary courses were also held for women farmers in the Jalal-Abad region in Toktogul, Aksy, Ala-Buka districts. The courses were attended by women farmers, village activists, members of VHCs and jayit committees. The purpose of the training course is to provide theoretical information, veterinary and sanitary requirements for keeping animals in farmsteads and farms, veterinary measures to protect animal health, planning measures to protect animal health by private veterinarians of the OPP.
Also, the veterinary courses for women farmers in Toktogul, Aksy and Ala-Buka Raions of Jalal-Abad Oblast were held. The courses were attended by women farmers, village activists, AHS and Jayit Committee members. The purpose of the training course is to provide theoretical information, veterinary and sanitary requirements for keeping animals in farmsteads and farms, veterinary measures to protect animal health, planning measures to protect animal health by private veterinarians of the PUUs.
3) Diversification and Milk Value Chain Development.
31 business proposals for the total amount of KGS 35,940,047 were approved under the Project Component 3, including:
- in Osh oblast – 19 business proposals for amount of KGS 19,570,560;
- in Batken oblast – 9 business proposals for amount of KGS 13,171,611;
- in Jalal-Abad oblast – 3 business proposals for amount KGS 3,197,876.
The Business Plans were carried out on the following type of activities:
- Wool scratching – 5;
- Kurut preparing and drying – 3;
- MCCC – 1;
- Gardening – 5;
- Greenhouse – 4;
- Beekeeping – 6;
- Drying fruit – 2;
- Logistic center – 3;
- Slaughter shop – 2.
