COUNTRY: Kyrgyz Republic

NAME OF PROJECT: Rural Water Supply and Sanitation Improvement Project in Batken & Talas (RWSSIP BT)

PURCHASER: Community Development and Investment Agency of the Kyrgyz Republic (ARIS) on behalf of water supply enterprises under the target subprojects of the Batken & Talas regions.

Contract Title: Procurement of Backhoe Loaders (15 units) & Mini Trucks (15 units)

ICB No. ARIS-IsDB-RWSSIP-BT-GOODS-ICB-2024-1

1. The Government of Kyrgyz Republic has received financing from the Islamic Development Bank (IsDB) toward the cost of the Rural Water Supply and Sanitation Improvement Project in Batken & Talas (RWSSIP BT), and intends to apply part of the proceeds toward payments under the contract for Procurement of Backhoe Loaders (15 units) & Mini Trucks (15 units).

2. The Community Development and Investment Agency of the Kyrgyz Republic (ARIS) now invites sealed bids from eligible bidders for Procurement of Backhoe Loaders (15 units) & Mini Trucks (15 units) with final delivery destination is Kyrgyz Republic, Batken & Talas regions. Delivery Dates from 30 to 60 days.

3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in IsDB’s Guidelines: Procurement of Goods, Works and related services under Islamic Development Bank Project Financing (April 2019, revised February 2023) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.18 -21 setting forth IsDB’s policy on conflict of interest.

4. The key eligibility requirements for the Bidders are as follows:

(a) If Bidder is the manufacturer:

(i) Financial Capability

The Bidder shall provide documentary evidence of its sound financial condition, i.e. balance sheets with a profit and loss statement for the last three years (2021, 2022 and 2023) showing financial soundness and showing the availability of financial resources to fulfill the proposed contract, i.e. the quantity of annual production or supply in the last three years (2021, 2022 and 2023) must be: not less than the Bidder’s bid price for the respective lot.

(ii) Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

At least two successfully completed contracts of a similar scope starting from 01.01.2021, which in aggregate equals to the bidder’s bid price.

The documentary evidence should include a list with information about deliveries and satisfactory performance over the last 3 years, including contact details (phone, fax, email address, location) of previous Clients.

(iii) Documentary Evidence

The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement:

  • In accordance with the technical specification;
  • Must have its own maintenance center or maintenance contract for the supplied machinery and equipment on the territory of the Kyrgyz Republic. The duration of the maintenance contract must be at least as long as the Warranty Period of the supplied equipment.

(b) If Bidder is not the manufacturer:

If a Bidder is not a manufacturer, but is offering the Goods on behalf of the Manufacturer under Manufacturer's Authorization Form (Section IV, Bidding Forms), the Bidder shall demonstrate that it has successfully completed at least 2 (two) contracts of similar goods in the last 3 (three) years, which in aggregate equals to the bidder’s bid price.

In this case, it is necessary to specify the following information:

  • Name and address of the Buyer, including contact details such as email address, telephone number, etc.
  • Number and date of the contract
  • Items of the ordered / delivered and installed equipment by indicating relevant quantities.
  • Planned and actual completion date
  • If there were complaints by the buyer on the operation of the equipment or on individual items, you must specify the details

5. Interested eligible bidders may obtain further information from The Community Development and Investment Agency of the Kyrgyz Republic (ARIS) web site: www.aris.kg and inspect the bidding documents during office hours 09:00 to 18:00 hours (local Bishkek time) at the address given below.

6. Interested eligible bidders may receive a complete set of bidding documents in English language upon the submission of a written application to the email address zakupki@aris.kg during office hours from 09:00 to 18:00 (local time).

7. Bids must be delivered to the address below on or before April 01, 2024. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on April 01, 2024, 14:00 (local Bishkek time).

8. All bids must be accompanied by a Bid Security Declaration.
