Safe Drinking Water: Achievements, Outcomes, Plans
After completion of Phase I projects the Government requested the World Bank and Asian Development Bank to consider Phase II investments in the rural water supply and sanitation. In response, the World Bank provided funding for improvement of the water supply in several regions of the Kyrgyz Republic through the Second Rural Water Supply and Sanitation Project (SRWSSP-2) completed on October 31, 2014. The project achieved its goals and development objectives. Building on the success of the project, in response to the Government request, the World Bank made available resources for the new Sustainable Rural Water Supply and Sanitation Development Project (SRWSSDP).

Rehabilitation of water supply covered 869 subprojects while new schemes have been constructed in 163 subprojects.
Expected outputs:
In terms of water projects, the ARIS’ activity is based on compliance with global goals, programs and obligations: By 2030, achieve universal and equitable access to safe and affordable drinking water for all (SDG 6.1); By 2030, achieve access to adequate and equitable sanitation and hygiene for all (SDG 6.2); By 2030, substantially increase water-use efficiency across all sectors and ensure sustainable withdrawals and supply of freshwater (SDG 6.4).
ARIS contributes to implementation of the 2040 National Water Strategy by following indicators: Increase in the number of households receiving water from centralized water supply systems; Reduced number of households using water from shallow wells, springs, rivers; Reduced time and distance to access safe drinking water. As part of the 2026 National Development Program and the Cabinet of Ministers’ Action Plan Paragraph 279, the projects implemented by ARIS are aimed to secure safe water supply to the significant portion of rural population in Jalal-Abad, Batken and Talas Regions. By 2025, the project intends to achieve 24-hour access to safe potable water for 86 villages with total population 228 000 out of 313 villages (676 033 residents) without access to drinking water supply. The project includes installation of water meters as a measure to enable reasonable consumption. This would be a meaningful contribution to improvement of sanitation and hygiene as well as infrastructure development in the rural Kyrgyzstan.
Amount of investments in the water supply
2017-2026: The World Bank and the Cabinet of Ministers of the Kyrgyz Republic financed the original Sustainable Rural Water Supply and Sanitation Development Project with total budget USD 26,36M including USD 23,50M and USD 2.86M, respectively. The original project covered 39 villages in Chui, Osh and Issyk-Kul Regions.
2018: Additional financing in the amount of USD 36.32M for Sustainable Rural Water Supply and Sanitation Development Project included USD 36M from the World Bank and USD 320K from the Cabinet of Ministers. It scaled up to 54 villages in Chui, Osh and Issyk-Kul Regions.
2017: Islamic Development Bank launched financing for the Rural Water Supply and Sanitation Improvement Project to be implemented in Jalal-Abad Region for USD 03M while the Cabinet of Ministers allocated USD 3M for the project.
2019: Islamic Development Bank, Saudi Development Fund and the Cabinet of Ministers launched financing for the Rural Water Supply and Sanitation Improvement Project to be implemented in Batken and Talas Regions. Its total budget made USD 60M including USD 20M from IsDB, USD 30M from SDF and USD 10M from the Cabinet of Ministers covering 61 villages.
2020-2027: Asian Development Bank allocated financing for the Rural Water Supply and Sanitation Development Program in Naryn (region) covering 24 villages. Total project budget made USD 32.9M including USD 27.4M from the Asian Development Bank, and USD 5.5 by the Cabinet of Ministers.

ARIS aims to achieve the priority sustainable development goals in the field of water supply. It strives for securing universal and equitable access to adequate sanitation and hygiene as well as affordable and equal access to safe drinking water by 2030. In addition, ARIS activity is focused on considerable increase in efficient water resources management in all sectors including sustainable supply and distribution of safe drinking water.
