ARIS shared its experience in implementing climate-smart projects

On November 12–13, a conference titled “From the Ground Up: Locally Led Responses Bridging Climate, Livelihoods, and Resilience” was held in Vienna. The event focused on practical approaches to climate change mitigation and adaptation, as well as the exchange of effective practices in introducing green innovations and their importance for improving livelihoods.

The Vienna Development Knowledge Center represents a partnership between the World Bank and the Government of Austria, aimed at providing access to global expertise and unlocking the full potential of knowledge to enhance development impact. This partnership was established during the 2024 Annual Meetings of the World Bank Group and the IMF and builds upon years of collaboration that have successfully advanced knowledge programs in areas such as financial sector reforms, investment climate, urban development, climate change, and water resource management.

The ARIS delegation, led by Executive Director Mr. M. D. Naspekov, also took part in the dialogue. The teams from ARIS-implemented projects of the Cabinet of Ministers shared their experience in applying climate-resilient technologies, practical solutions, and community-level actions.

It was noted that the completed CDD projects (CSP, AF CSP, AF VIP-3) achieved positive results: over 80% of subprojects were climate-oriented; 2,000 Community Climate Change Ambassadors (CCCAs) were trained; 10,000 awareness-raising and climate education activities were conducted; and 650 local outreach campaigns were carried out, benefiting over 22,976 people (77% of them women) who gained greater climate literacy and opportunities for participation in adaptation measures. Additionally, 153 sub-projects established “green” value chains, creating around 3,000 new jobs.

Building on these achievements and lessons learned, in 2025 the Cabinet of Ministers of the Kyrgyz Republic, with financial support from the World Bank, launched the National Community Investment Program (NCIP). The program provides for the mandatory integration of climate-resilient sub-projects into the Social and Economic Development Programs (SEDPs), prioritization of green investments, and enhanced climate awareness at the community level in 40 Ayil Aimaks across seven Oblasts of the Kyrgyz Republic. The overall coordination of NCIP is entrusted to the Ministry of Economy and Commerce of the Kyrgyz Republic.
