On February 8, 2024, a Round Table to discuss the current state of tariff policy in the field of drinking water supply in rural areas was held in Naryn under the NRWSSDP
The main goal of the event held under the ongoing Naryn Rural Water Supply and Sanitation Development Program (NRWSSDP) was to familiarize stakeholders and government bodies with plans and current standards for the tariff policy for drinking water, and also to review the sustainability of municipal enterprises’ activity.
The round table was attended by: representatives of the Plenipotentiary Representative Office of the President of the Kyrgyz Republic in the Naryn region, the state administration of the Naryn region, local government bodies (Ayil Okmotu, Ayil Kenesh), municipal enterprises, the Department of Drinking Water Supply and Sanitation Development (DDWSSD), the Antimonopoly Regulation Service, District Financial Department, as well as the NRWSSDP Coordinator and Specialists, field Institutional Development Specialists.
The First Deputy of the Plenipotentiary Representative of the President of the Kyrgyz Republic in the Naryn region Mr. A. Saparov delivered a welcoming speech to the participants. In his speech, he positively noted the current implementation of NRWSSDP in the region and emphasized the need to provide assistance in its implementation both by government agencies and local self-government bodies, including the local municipal enterprises.
During the event, the participants were presented with the results of the NRWSSDP implementation in selected pilot villages, preliminary calculations of the tariff for drinking water in 7 villages, where the NRWSSDP is being implemented, the activities of municipal enterprises, difficulties encountered and ways to solve them. The Round Table participants got acquainted with standards and procedures of the Antimonopoly Regulation Service, with financial management standards and procedures regrading to activities of municipal enterprises and Aiyl Okmotu, and also they were provided with information about works of municipal enterprises, Aiyl Okmotu and Aiyl Kenesh as of today.
In addition, the participants also got acquainted with plans for tariff policy of the local state administration, with plans for tariff policy of the Department of Drinking Water Supply and Sanitation Development (DDWSSD) at the State Agency for Architecture, Construction and Housing and Communal Services under the Cabinet of Ministers of the Kyrgyz Republic.
At the end of the event, discussions in the form of questions and answers took place. The NRWSSDP Specialists provided comprehensive answers to all questions asked by the Round Table participants.
