Sustainable Village Project (SVP)
The Project has been initiated by the Government of the Kyrgyz Republic and Islamic Development Bank (IsDB) (Islamic Solidarity Fund for Development acting as an administrator). This Project was ratified by the Government of the Kyrgyz Republic on July 14, 2015.
The Loan Agreement for the Sustainable Villages Project was signed on June 25, 2014 between the Government of the Kyrgyz Republic and Islamic Development Bank in Jeddah.
The Project Overall Objective is to facilitate the efforts of the Government of the Kyrgyz Republic to alleviate poverty and achieve the “Millennium Development Goals”.
The Main Objective of the project is to reduce poverty in areas covered by the Project, i.e. in the villages of Jayil, Kemin and Panfilov Raions of Chui Oblast by implementing low-budget and sustainable community-driven interventions, developed to meet the community needs.
Chui Oblast was selected by the Government of the Kyrgyz Republic as a pilot territory for the implementation of the SVP based on the following aspects:
- High density of population and prevailing trends in social development in Chui Oblast;
- Internal migration that creates pressure on the existing socio-economic infrastructure of the region;
- Concentration of international donors’ activity in southern region, and thus, lack of support in the northern part, especially the remote Raions of Chui Oblast;
- Persistent poverty and unfavorable socio-economic conditions in the region;
- Proximity and clustering of Raions (districts) within the project area may also be considered as a success factor of SVP.

The Sustainable Villages Project (SVP) of the Islamic Solidarity Fund for Development is a comprehensive and innovative development model, which is based on the community initiative aimed to enable rural communities to escape extreme poverty themselves and become an economic operator.
The Project envisions an overarching, multi-year and multi-sector strategy provided in the 5-year Strategy Plan of ISFD and it also complies with priority goals of ISFD to alleviate poverty through by developing agriculture and rural areas, human capacity (healthcare, education, water supply and sanitation), employment, empowerment of women, community-driven development and promoting microfinancing, based on the Islamic principles.
The Islamic Solidarity Fund for Development is a special fund of the IsDB established to finance projects and programs aimed for productive development and improvement of access to services resulting in poverty reduction among member countries of the Organization of Islamic Cooperation.
Project components:
To achieve the Project goal, the four components were developed. Each component has its own specific goals and objectives. Together, the components are aimed to achieve the overall goal of the Project. The project consists of the following components:
Component A: «Block financing for the implementation of projects in the communities».

- Livestock Production;
- Crop Production;
- Irrigation Infrastructure;
- Rural credit;
- Entrepreneurship.
- Healthcare and Utilities Infrastructure:
- Water supply;
- Construction and Rehabilitation of village clinics and first aid points;
- Construction of Bath Houses.
- Education and Communities Development:
- Construction of Kindergartens, Renovation of Schools and Public Libraries;
- Construction of Sport halls and Renovation of Community Centres.
