CASA-1000 Community Support Project Additional Financing (CSP AF)
The Project Objective is to engage communities in the development of social and economic infrastructure in order to enhance services, livelihoods and inclusion in target oblasts near the CASA-1000 Transmission Line.
The CSP covers 77 villages that lie within the corridor of impact in Jalal-Abad, Osh and Batken Oblasts. The additional Financing for CSP covers the rest of 150 AAs of Jalal-Abad, Osh and Batken Oblasts.
The project will support capacity building activities and fundamental community mobilization to ensure that these communities are engaged in the decision-making process on investments in social and economic infrastructure, and that these investments are responsive to the needs of all community members. The project will also support youth participation in awareness raising and social accontability. It is aimed at empowering young women and men by supporting the awareness raising and social accontability activities led by young women and men in target communities.
Due to the outbreak of COVID-19, the Additional Financing for CASA-1000 Community Support Project will provide support in reestablishment or establishment of value chains that are identified as economically viable by investing in the rehabilitation or construction of economic infrastructure/livelihoods facilities, that will increase opportunities of vulnerable population, and those that have been most affected by the COVID-19 crisis.

Component 1: Support for Community-led Investments in Social and Economic Infrastructure.
- Subcomponent 1A: Support for electricity improvements within target villages. This subcomponent will provide sub-grants to communities for: (i) village-level electricity improvements; or (ii) alternative energy sources (only under parent project).
- Subcomponent 1B: Support for social infrastructure and services in target villages. Subcomponent 1B will provide sub-grants to communities to fund the priority social infrastructure and projects.
- Subcomponent 1C: Support for livelihoods facilities in selected AAs. To address the lack of economic opportunity in the target AAs, Subcomponent 1C will support the construction of a limited number of livelihoods facilities or selected productive/economic infrastructure in partnership with local entrepreneurs or entrepreneur groups.
Component 2: Support for Community Mobilization, Youth Engagement and Communications.
- Subcomponent 2A: Support for community mobilization and youth engagement. This Subcomponent will ensure that (i) communities, especially youth and target villages are actively involved in the selection of Project interventions.
- Subcomponent 2B: Communicating clear, consistent and accurate information about the CASA-1000 CSP in villages and AAs near the Transmission Line will be prioritized to build support, establish trust, and manage citizen expectations.
- Subcomponent 2C: Livelihood Support Program. This subcomponent will be added to ensure that Subcomponent 1C investments in livelihoods are supported by the technical assistance needed to connect vulnerable groups to viable opportunities and to sustain their efforts.
Component 3: Project Management, and Monitoring and Evaluation.
- Subcomponent 3A: Project management and coordination. Subcomponent 3A includes activities on project management, including coordination and supervision of the implementation, managing the budget, project audits, a feedback system, and procurement.
- Subcomponent 3B: Monitoring and evaluation. Subcomponent 3B will support activities to track the progress of the project, carry out semi-annual assessments of outcomes and results, and communicate and report regularly on the progress of the project to relevant audiences.
Component 4: Contingent Emergency Response Component.
The Component (CERC), which in the event of an urgent need for assistance in response to an eligible crisis or emergency (in accordance with the established eligibility criteria), will enable the GoK to reallocate project funds to response efforts.
